Terms of Use

1. Parties and definitions
These Terms are a binding agreement between you and Post-Quantum Institute, a Delaware corporation doing business as Stratsec. In these Terms, “we”, “us” and “our” mean Post-Quantum Institute, and “you” and “your” mean the organisation that holds a Subscription or the person who uses this website.
The following terms have the meanings given below wherever they appear in these Terms:
- Radar: the Stratsec Radar, the paid subscription intelligence service described in section 3.
- Subscription: a paid right of access to the Radar for one Subscription Term.
- Subscription Term: the period of twelve months beginning on the date access to the Portal is granted.
- Briefing Item: a single published intelligence item in the Radar’s five-field format.
- Governance Artefact: a board briefing, checklist, supplier assurance question set, tabletop scenario or board slide published as part of the Radar.
- Portal: the subscriber area of stratsec.com through which the Radar is delivered.
- Newsletter: the free publication distributed through Substack.
Post-Quantum Institute is the seller of record for every Subscription.
2. Acceptance
By using stratsec.com, by holding a Subscription, or by subscribing to the Newsletter, you accept these Terms. If you do not accept them, do not use the service.
If you accept these Terms on behalf of an organisation, you confirm that you have authority to bind it, and “you” means that organisation.
3. What the service provides
The Radar is a paid subscription intelligence service covering technology risk regulation across sixteen coverage domains and four jurisdictions. A Subscription provides access to Briefing Items, priority alerts, a regulatory timeline, horizon reports, Governance Artefacts and the Portal.
The Newsletter is a free public publication distributed through Substack. The Newsletter is not the Radar, and it carries only a subset of published material. Your relationship with Substack as a platform is governed by Substack’s own terms and privacy policy.
4. Analysis, not advice
The Radar and the Newsletter are published for information. They are not legal advice, regulatory advice or professional security advice, and they do not substitute for your own assessment and decision making.
An interpretation of a regulation published in the Radar is professional judgment. It is not a determination of what the law requires of you, and it is not a compliance opinion. Responsibility for your compliance decisions remains with you, and where a Briefing Item touches your obligations you should take your own legal advice before acting on it.
We are not liable for any decision to act, or to refrain from acting, on the basis of the Radar or the Newsletter.
5. Fees, term and payment
A Subscription costs US$12,000 for each Subscription Term, excluding VAT; VAT will be added where it applies. Fees are payable annually in advance, and a Subscription runs for the full Subscription Term.
Payment is processed by Stripe, which acts as a payment processor and not as a seller.
6. Cancellation, refunds and renewal
The Cancellation and Refunds policy forms part of these Terms and sets out the position in full. In summary: a Subscription may be cancelled within sixty days of its start date for a refund of fees paid, less payment processing charges; after that period a Subscription may not be cancelled during the Subscription Term; and a Subscription does not renew automatically.
7. Licence and permitted use
All content published in the Radar, and all content on stratsec.com, is our intellectual property or is licensed to us.
A Subscription is held by an organisation, not by an individual. During the Subscription Term, personnel of the subscribing organisation, including employees and contractors working for it, may access, circulate and use Radar content within that organisation. Governance Artefacts may be adapted into the subscribing organisation’s own internal documents, including board papers, policies and supplier documentation.
This licence does not extend to redistribution, republication or resale outside the subscribing organisation. Any such use requires written permission.
8. Restrictions
You must not:
- redistribute paid content outside the subscribing organisation;
- present Radar content in a way that misrepresents its source or its conclusions;
- use the Radar to facilitate unlawful activity;
- share Portal credentials with anyone outside the subscribing organisation.
9. Coverage, accuracy and availability
Briefing Items are produced from published regulatory material and other open sources, and each one reflects professional judgment applied to those sources on its date of publication.
No warranty is given that coverage is complete, that every development relevant to your organisation will be identified, or that a Briefing Item remains accurate or current at a later date. Regulatory positions change, and a Briefing Item records a reading of a source on a stated date.
Where an error is identified, the correction is made in the Briefing Item itself, dated and described. The method by which Briefing Items are produced, including the use of AI and the human review applied to every item, is set out in the AI Use and Editorial Standards statement.
10. Suspension and termination
A Subscription may be suspended or terminated where you materially breach these Terms and do not remedy the breach within thirty days of written notice.
On termination, access to the Portal ends. Sections 4, 7, 9, 11 and 12 survive termination of a Subscription.
11. Limitation of liability
Our total aggregate liability arising out of or in connection with a Subscription is limited to the fees you paid during the twelve months before the claim arose.
Nothing in these Terms excludes or limits any liability that cannot lawfully be excluded or limited.
12. Changes to these Terms
These Terms may be updated. Where an update materially affects current subscribers, notice will be given by email, and the date at the top of this page states the version in force.
